To all our Canadian Water Quality Association (CWQA) members, Happy New Year! 2017 begins with some exciting news on a couple of fronts for our stakeholders.
Door-to-Door Sales Bill
I was present when Minister Lalonde of Government and Consumer Services announced that the government would address this matter. Previously MPP Yvan Baker had tabled a private member’s bill that, if passed, could have been damaging to the industry. This new legislation supersedes that bill and CWQA was in consultation ahead of the release. This is a welcome change as the ministry has not only consulted with CWQA and other stakeholders, but we were one of the first at the table. We met with the ministry in December to begin consultation. CWQA is reviewing the bill in anticipation of a supporting letter to the committee.
Formal regulatory consultation expected to begin in spring 2017.
Ontario College of Trades (OCOT): Bill 70 receives Royal Assent
Ontario’s Omnibus Bill 70 received royal assent on December 8th 2016. Schedule 17 of the Bill (now a regulation) allows OCOT to create new trades. Ahead of this bill passing, on October 20th, 2016 Canadian Institute for Plumbing & Heating (CIPH), Canadian Hydronics Council (CHC) and Heating Refrigeration & Air-conditioning Institute of Canada (HRAI) along with CWQA met with OCOT to consider forming a new sub-trade for hydronics.
This is a very encouraging advance for our industry. The changes in regulation will now allow OCOT to interact with other ministries and agencies to evaluate the gaps in the trades and professional licenses. Since CWQA have been petitioning for OCOT to collaborate with the Ministry of Environment and Climate Change and Ministry of Health for the last 4 years, we are thrilled to see this Bill receive Royal Assent.
The next stakeholders meeting is January 27th, 2017.

- Supporting our training initiatives through participation
